Funded and supported by IFC’s Green Building Market Transformation Program and the UK government, this Municipal Toolkit helps local governments design and enforce policies that promote sustainable construction and resource-efficient buildings. It presents a holistic approach covering public policy advice, regulatory frameworks, fiscal incentives, and residential/ commercial building practices. The toolkit is structured in parts: background/context, development of regulations, and final recommendations, with annexes providing supporting material. It includes real-world examples from Latin America, where municipalities have adopted ordinances that dramatically increased uptake of green buildings. The goal is to empower public officials to replicate and adapt successful practices, promote sustainable urban development, and help cities transition to low-carbon building standards.
