This course introduces foundational concepts of decentralization as a health sector reform to improve efficiency, service quality, and accountability in health systems. It emphasizes the importance of carefully designing decentralization plans to achieve these goals. The course uses the "decision space" approach, a well-established framework, to guide participants in addressing policy and management issues related to decentralization. It also includes five exercises that allow participants to apply these concepts to their own country context, making the course more relevant and practical. By the end of the course, participants will be equipped to design effective decentralization strategies for health systems.
