Health Emergency Preparedness Collaborative

The Health Emergency Preparedness Collaborative supports peer learning among governments to design and implement more resilient health emergency preparedness programs. It brings together governments from 19 countries to share lessons, co-produce practical knowledge, and address priorities including financing, governance, surveillance, and multi-sectoral One Health systems. Over a 12–to 18-month period, members work collaboratively through virtual and in-person engagements to strengthen emergency preparedness within their health systems.

Overview

The COVID-19 pandemic highlighted significant gaps in how health systems prepare for emergencies, and many countries struggle to integrate preparedness into their broader health planning efforts. In response, the Health Emergency Preparedness Collaborative was launched by the Joint Learning Network in 2023, bringing together 19 country governments and World Bank technical facilitators. At its April 2024 in-person meeting, members prioritized three technical learning streams—financing, governance, and surveillance/data systems—and committed to co-create six knowledge products over the next 12–18 months. These tools will include guidance on public financial management for emergencies, governance frameworks, digital surveillance at the community level, cross-border disease surveillance, and multi-sectoral “One Health” systems. The Collaborative alternates virtual and in-person events, grounding its activities in peer learning, co-development, and collective accountability to improve emergency preparedness in member countries.
